Job Summary

Human Rights Research and Advocacy Consortium (HRRAC) is a national non-governmental organization committed to promoting human rights, social justice, and inclusive development across Afghanistan. HRRAC works closely with communities, civil society organizations, and government institutions to strengthen community resilience, protect vulnerable populations, and advance women’s empowerment. The organization implements programs in areas such as capacity building, human rights advocacy, housing, land and property (HLP) rights, and economic empowerment, with a focus on sustainable and locally driven solutions.

The Enumerator / Surveyor will be responsible for conducting digital data collection using KoboToolbox for baseline assessments and beneficiary selection under the LIFT Project. The role requires accurate data collection, real-time data submission, and strict adherence to data quality and ethical standards.The Enumerator will ensure that eligible and vulnerable beneficiaries, particularly women and marginalized groups, are identified transparently using digital tools and approved selection criteria.

Job Responsibilities

Specific duties will include, but not be limited to:

1.    Conduct household surveys and interviews using Kobo Toolbox on smartphones/tablets. 
2.    Accurately enter responses into digital forms during interviews. 
3.    Ensure proper use of skip logic, validation rules, and mandatory fields in Kobo forms. 
4.    Submit completed forms on a daily basis to the central server. 
5.    Apply approved beneficiary selection criteria during data collection. 
6.    Support transparent and fair selection of beneficiaries. 
7.    Cross-check and validate information through observation and probing questions. 
8.    Ensure completeness, accuracy, and consistency of collected data. 
9.    Review submitted forms daily and correct errors when required. 
10.    Report any technical issues (device, Kobo system, connectivity) immediately. 
11.    Protect collected data from loss, damage, or unauthorized access. 
12.    Clearly explain the purpose of the survey to respondents. 
13.    Obtain informed consent before starting interviews. 
14.    Ensure respectful, culturally appropriate communication, especially with women. 
15.    Maintain strict confidentiality of all respondent information. 
16.    Follow HRRAC policies on data protection, safeguarding, and PSEA. 
17.    Avoid any form of bias, favoritism, or influence during beneficiary selection. 
18.    Work closely with the M&E Officer and Project Officer. 
19.    Report progress, challenges, and field observations regularly. 
20.    Perform any other tasks assigned by the supervisor. 
 

Qualification And Requirements
  • Ability to use smartphones/tablets for digital data collection
  • Basic knowledge of KoboToolbox or similar platforms
  • Strong attention to detail and commitment to data accuracy
  • Good interviewing and communication skills
  • Ability to work independently in field conditions
  • Willingness to travel to remote and rural areas
  • Ability to meet deadlines and daily submission targets
  • Respect for cultural norms and community sensitivities
  • Commitment to transparency and impartiality in beneficiary selection
  • Fluency in Dari and/or Pashto (English is an advantage)
