Human Rights Research and Advocacy Consortium (HRRAC) is a national non-governmental organization committed to promoting human rights, social justice, and inclusive development across Afghanistan. HRRAC works closely with communities, civil society organizations, and government institutions to strengthen community resilience, protect vulnerable populations, and advance women’s empowerment. The organization implements programs in areas such as capacity building, human rights advocacy, housing, land and property (HLP) rights, and economic empowerment, with a focus on sustainable and locally driven solutions.

The Community Mobilizers will play a key role in engaging communities, especially women, to support the successful implementation of the LIFT Project. She will facilitate community participation, support beneficiary identification, promote awareness on HLP rights and women’s economic empowerment, and strengthen relationships between communities, CSOs/CBOs, and local authorities.

Specific duties will include, but not be limited to:

1.    Mobilize communities, especially women and girls, to participate in project activities. 
2.    Conduct regular community visits and household-level engagement. 
3.    Support identification and selection of beneficiaries in coordination with project staff. 
4.    Build trust and maintain strong relationships with community members. 
5.    Conduct awareness sessions on HLP rights Women’s rights and gender equality and women’s economic empowerment opportunities 
6.    Facilitate group discussions, community dialogues, and focus group discussions (FGDs). 
7.    Ensure messages are culturally appropriate and easily understood. 
8.    Assist in organizing vocational training and income-generating activities. 
9.    Support women beneficiaries during training and follow-up activities. 
10.    Encourage participation and engagement of women in economic initiatives. 
11.    Assist in organizing and facilitating trainings for local CSOs/CBOs when required. 
12.    Support community-based organizations in engaging with women beneficiaries. 
13.    Collect basic field data and beneficiary information. 
14.    Support surveys, assessments, and monitoring activities in coordination with the M&E Officer. 
15.    Maintain records of activities and beneficiary participation. 
16.    Submit regular activity reports to the Community Mobilizer. 
17.    Promote community awareness of feedback and complaint mechanisms. 
18.    Collect feedback from beneficiaries, especially women, and report to supervisors. 
19.    Ensure confidentiality and sensitivity in handling complaints. 
20.    Ensure safe and respectful engagement with women and vulnerable groups. 
21.    Identify and report protection concerns to the Community Mobilizer. 
22.    Follow HRRAC safeguarding and PSEA policies at all times. 
23.    Work closely with Community Mobilizer and other field staff. 
24.    Coordinate with community leaders, women groups, and local structures. 
25.    Support smooth implementation of field-level activities. 
26.    Perform any other tasks assigned by the supervisor within the scope of the role.

Bachelor’s degree preferred in social sciences or related field.
At least 2 years of experience in community mobilization or social work.
Experience working with women’s groups and community structures is highly desirable.
